Applications are invited for appointments to the following posts in the PSDP Project,
“ESTABLISHMENT OF PROJECT PLANNING AND MONITORING CELL” in the
Ministry of Environment, Government of Pakistan, Islamabad. The positions will be filled purely
on contract basis for project life i.e. 30th June, 2009. Candidates fulfilling the following

Conditions / Additional Information:-
(i) All posts will be filled on open merit.
(ii) If applicable, upper age limit for 5 years to candidates will be relaxed as per
Government Rules.
(iii) Candidates already in service should apply through proper channel.
(iv) Applications received after due date will not be entertained.
(v) No TA/DA will be admissible for interview call.

TERMS OF REFERENCE
Project Director (PD)
1. Approving & supervising all the project related activities.
2. Approving planning, monitoring & evaluation reports.
3. Approving project’s financial statements & progress reports.
4. Approving procurement of project’s equipment, office supplies etc.
5. Approving, guiding & supervising the over all planning & monitoring activities
undertaken by the project staff.
6. Representing the project at various fora.
7. Ensuring that all codal formalities, rules & regulations are followed while executing
project activities.
8. Liaison with the Ministry and other stakeholders.
9. Distributing project related work among the project staff.
(Approving powers subject to delegation)
Qualification & Experience
1. Minimum Second Class or Grade – C Masters Degree in Forestry / Botany / Chemistry /
Environmental Sciences or equivalent from HEC Recognized Universities.
2. Minimum 15 Years post qualification experience in Government / Semi-Government /
renowned organization in the field of Environmental Planning, Project Management /
Execution and consultancy.
3. Proficiency in basic computer usage.
4. Age 35-50 Years.

Project Planning Officers (PPO)
1. Identification of stakeholders
2. Interaction with stakeholders
3. Obtaining feedback regarding lessons learnt from ongoing projects, in order to prepare
new comprehensive, effective and sustainable projects.
4. Prioritizing areas / sectors of planning as per MTDF 2005-10
5. Arranging meetings, workshops, seminars & consultations with target departments /
wings etc of the Ministry regarding planning activities only.
6. Preparation & conducting pre-feasibility studies.
7. Field visits for physical observations.
8. Compilation of baseline data concerned with new projects
9. Consultation with Monitoring Inspectors regarding preparation of verifiable performance
indicators for new projects.
10. Preparation/review of new Project Proposal.
11. Re-consultation with concerned stakeholder/s
12. Submission of proposals for revision / correction to DPD / PD.
13. Providing opinion on project implementation.
14. Providing Training / Orientation to concerned project staff.
15. To represent the cell at various fora, related to planning.
16. Completion of any other task assigned by senior officer/s related to project activities
only.
Qualification & Experience
1. 2nd class or grade “C” Master Degree in Environmental or Social Studies, Economics,
Forestry, MPA, MBA, Engineering.
2. 05 years post qualification experience in R&D and management research with hands-on
experience in computer.
3. Age 25-35 Years.

Monitoring Officers (MO)
1. Identification of Developmental Projects executed by Ministry of Environment and its
wings / attached departments.
2. Arranging meetings, workshops, seminars & consultations with concerned departments /
wings etc of the Ministry regarding monitoring activities only.
3. Compilation of preliminary database regarding ongoing projects.
4. Developing a monitoring plan / schedule for undertaking monitoring activities.
5. Field visits for physical monitoring of developmental projects.
6. Submission of reports resulting from monitoring activities.
7. Compilation of Monitoring Data regarding developmental projects.
8. Ensuring required monitoring data is obtained from the project executers on time.
9. Participating & providing opinion to project planning officers regarding formulation of
verifiable performance indicators during review of new PC-Is.
10. Providing feedback / suggestions regarding improving the monitoring and evaluation
system.
11. Providing opinion / training to various stakeholders regarding identification &
improvement of performance indicators in ongoing projects.
12. To represent the cell at various fora, related to monitoring & evaluation only.
13. Completion of any other task assigned by senior officer/s related to project activities
only.
Qualification & Experience
1. 2nd class or grade “C” Master Degree in Environmental or Social Studies, Economics,
Forestry, MPA, MBA, Engineering.
